Is Regence Leaving Medicare Advantage in Utah for 2027?

Regence is staying in four Wasatch Front counties and leaving the other eight it served this year, from Logan to Park City to St. George. Where it stays, the monthly premium on its most popular plan goes from $46 to $87. Here is the county list, what remains in each one, and what changed for the members whose plans continue.

The bottom line

  • 12 counties became 4. The CMS 2027 file lists Regence Medicare Advantage plans in Davis, Salt Lake, Utah, Weber counties only.
  • No Regence Medicare Advantage plan for 2027 in 8 counties: Box Elder, Cache, Iron, Morgan, Summit, Tooele, Wasatch, Washington. CMS counted 851 members in Regence plans there in September, not including the small cells it suppresses.
  • One plan is gone statewide: Regence Valiance (PPO), the medical-only plan with no drug coverage.
  • Where Regence stays, premiums rose. Classic goes from $46 to $87 a month and Enhanced from $135 to $158. Both caps rise $500.
  • The Star Rating went up, from 3.5 to 4.5 overall for 2027.
  • If your plan ended, you have until December 7 for a clean January 1 start, a backstop window to February 28, and a Medigap window with no health questions from November 1 to March 4.

The answer depends on your county and on which plan is on your card. I pulled every Regence BlueCross BlueShield of Utah row out of the CMS 2026 and 2027 landscape files on October 11 and matched them by contract-plan ID. What follows is the county map first, then the plans that continue, then what to do if yours did not. Nothing in this post is a judgment of Regence. Carriers add and withdraw plans every fall, and our statewide list of discontinued Utah plans shows it was not the only one. This post is about Medicare Advantage only; a Regence Medicare Supplement policy is a different kind of contract and is not in these files at all.

The eight Utah counties with no Regence Medicare Advantage plan for 2027

"Members counted" is every Regence plan in the county from CMS's September 2026 enrollment file. CMS does not publish a plan's county enrollment when it is under 11, so the true totals are a little higher. The last column is what the county's Medicare Advantage shelf with drug coverage looks like for 2027.

Two things set this apart from the other carrier pullbacks this fall. First, in these eight counties the two drug plans did not disappear. Classic and Enhanced both still exist for 2027; they are simply no longer sold where you live. A member in St. George holds a plan that continues in Salt Lake City and ends in Washington County. The letter and the rights are the same as for a plan that ended outright.

Second, Washington County is the largest loss, with 282 members counted, and it and Wasatch County are the two counties on this list where Regence was the only carrier to leave: St. George keeps four carriers and 9 plans, down from five and 12, and Heber City and Midway keep three carriers and 11 plans, down from four and 13. In Box Elder County the shelf is down to two carriers. A short shelf is not a reason to avoid the plans on it. It is a reason to price Original Medicare with a Medigap policy and a drug plan beside them before deciding.

Premium is the monthly plan premium on top of Part B. Cap is the in-network maximum out-of-pocket for the year. The drug deductible is the Part D deductible.

If you live in Davis, Salt Lake, Utah or Weber County and your card says Classic or Enhanced, you are not losing your plan. CMS counted 4,377 members in Classic and 962 in Enhanced across those four counties in September, and every one of them stays enrolled unless they choose something else. What you received was an Annual Notice of Change, not a non-renewal notice, and four lines in it are worth reading closely:

  • The premium. Classic goes from $46.00 to $87.00 a month, which is $492 more over the year. Enhanced goes from $135.00 to $158.00, $276 more over the year. Most Wasatch Front plans carry a $0 premium, so this is a plan people choose for reasons other than price. Know what yours are.
  • The cap. Classic goes from $6,200 to $6,700 and Enhanced from $5,000 to $5,500.
  • The drug deductible. Classic from $495 to $590, Enhanced from $200 to $310.
  • The Star Rating. CMS published 2027 ratings on October 8, and Regence's Utah contract moved from 3.5 stars to 4.5, the highest rating any plan open to general enrollment holds in Utah for 2027. Our Star Ratings post lists every Salt Lake County plan beside its rating.

A higher premium beside a higher rating is a trade to weigh, not a verdict. Salt Lake County members who want to see those caps in context can find all 22 county plans ranked in the lowest-cap post, and the county's other PPOs are in the PPO post.

Valiance members: your plan ended in every county

Regence Valiance (PPO) is the one plan that vanishes from the whole 2027 file, including the four counties where Regence stays. It was a medical-only plan, with no Part D drug coverage, the kind of plan people choose when their prescriptions come from somewhere else, often the VA, TRICARE or a retiree drug plan. CMS counted 357 members in it statewide in September, 151 of them in Salt Lake County, with six more counties under the reporting threshold.

The replacement shelf for a plan without drug coverage is short, and joining a plan that includes Part D can interfere with other drug coverage you already have. Check with the VA, TRICARE or your retiree plan before you choose. The medical-only post lists all six Utah plans of that kind for 2027 and where each is sold.

If your Regence plan ended: three doors

It does not matter whether your plan vanished everywhere, like Valiance, or only left your county, like Classic in Logan or St. George. Either way federal rules require a notice by mail at least 90 calendar days before the end date (42 CFR § 422.506), and Medicare.gov states the obligation plainly: "You must look for a new plan for coverage next year." With no Regence Medicare Advantage plan left in the county, there is nothing for you to be moved into. You choose, or on January 1 you are in Original Medicare, and if your plan included drug coverage you have no drug plan.

  1. Another Medicare Advantage plan in your county, chosen between October 15 and December 7 so it starts January 1 (Medicare.gov). The table above shows who still sells in each county. Check your doctors and hospital first, your prescriptions second, the cap third and the premium last. Tooele, Box Elder and Morgan have their own post with every plan listed, and so does St. George.
  2. Original Medicare with a Medigap policy and a stand-alone drug plan. Because your plan was discontinued, you can buy Medigap Plan A, B, D, G, K or L with no health questions if you return to Original Medicare, applying from 60 days before to 63 days after your coverage ends (Medicare.gov): November 1, 2026 through March 4, 2027. Medigap has no network, which matters in a county with two or three carriers. This is a separate right from Utah's birthday rule, which only helps people who already own a Medigap policy.
  3. Original Medicare with a drug plan and no Medigap. The lowest monthly cost and no network, but no yearly limit on your 20% share. Price a hospital stay before you accept it.

Miss December 7 and a Special Enrollment Period still runs from December 8 through February 28 (42 CFR § 422.62), but the start date slides a month at a time. How long you have, date by date.

Regence is not the only carrier this fall to keep the Wasatch Front and withdraw from the counties around it. Aetna went from 15 Utah counties to 5. HealthSpring, the former Cigna Medicare business, has no Utah Medicare Advantage plan for 2027. Six of Regence's eight counties, Box Elder, Cache, Iron, Morgan, Summit and Tooele, lost Aetna in the same season, which is why their shelves are as short as the table shows. In southeast Utah nothing changed on this front. Grand and San Juan counties had no Regence Medicare Advantage plan in either year.

What I would do this week

  1. Read the plan number on your card, not only the plan name. H4605-001 is gone everywhere. H4605-002 and H4605-004 depend on your county.
  2. Sort your mail. A letter saying your plan will not be offered next year is a non-renewal notice; keep it. A booklet of next year's changes is an Annual Notice of Change, and your plan continues.
  3. List every doctor, your hospital, every prescription and your pharmacy. In a county with two or three carriers, the network is the comparison.
  4. If your plan continues, do the premium arithmetic. $492 or $276 more a year is worth an hour of comparing, even if you end up staying.
  5. If Medigap interests you, get quotes now and apply on or after November 1. There is no reason to wait for December.
  6. Be careful with phone calls. A plan ending draws marketing. Nobody can enroll you in a 2027 plan before October 15, and no legitimate agent needs your Medicare number to "verify" anything.

The two plans with drug coverage, MedAdvantage + Rx Classic (PPO) and MedAdvantage + Rx Enhanced (PPO), continue in four Wasatch Front counties and were withdrawn from the other eight. For a member in one of those eight counties the result is the same as a discontinuation, with the same rights.

How much is Regence MedAdvantage + Rx Classic in Utah for 2027?

The CMS 2027 file shows a monthly premium of $87.00, up from $46.00 in 2026, on top of the Part B premium. The in-network out-of-pocket maximum goes from $6,200 to $6,700 and the Part D deductible from $495 to $590. MedAdvantage + Rx Enhanced goes from $135.00 to $158.00 a month, with the maximum rising from $5,000 to $5,500 and the drug deductible from $200 to $310.

What happens if my Regence Medicare Advantage plan is discontinued?

You should have a non-renewal notice dated around October 2 saying your coverage ends December 31, 2026; federal rules require it by mail at least 90 days ahead. Between October 15 and December 7 you can join any 2027 plan sold in your county for a January 1 start. You also have a Special Enrollment Period from December 8 through February 28, 2027, and a right to buy Medigap Plan A, B, D, G, K or L with no health questions from November 1, 2026 through March 4, 2027 if you return to Original Medicare. If you do nothing, you are in Original Medicare on January 1, and a member of a plan with drug coverage has no drug plan.

What is Regence's Medicare Advantage Star Rating in Utah for 2027?

CMS published the 2027 ratings on October 8, 2026. Contract H4605, which holds all of Regence's Utah Medicare Advantage plans, is rated 4.5 stars overall for 2027, with 4 stars on the medical side and 4.5 on the drug side. The 2026 file showed 3.5. Ratings are assigned to the whole contract, not to a single plan or county.
