Medicare Advantage Plans in Ogden and Layton, Utah for 2027
Last August we wrote that the Weber–Davis county line decides your Medicare Advantage menu. CMS's 2027 landscape file nearly erased the line: Weber County holds at 19 plans with drug coverage, Davis drops from 24 to 22, and every one of Weber's 19 is now also sold in Davis. Here is each 2027 plan with its own 2026 premium, cap and drug deductible beside it, the 4 plans that are gone, the arrivals that kept Ogden's list from shrinking, and the calendar through December 7.
The bottom line
- Weber 19, Davis 22, same 6 carriers in both. Aetna Medicare, Devoted Health, Humana, Regence BlueCross BlueShield of Utah, Select Health and UnitedHealthcare. HealthSpring, which had two plans in each county, has none in Utah for 2027. Davis's only extras over Weber are three Aetna PPOs.
- Ogden's list held because Devoted Health crossed the county line. 4 Weber plans are discontinued and 4 arrived: three $0 Devoted PPOs that stopped at the Davis line in 2026, plus a new Humana Value Choice PPO. Davis lost the same four and gained two, so 24 became 22.
- 13 of 19 and 15 of 22 have a $0 premium. The highest premium rose from $135 to $158 (Regence Enhanced). One fell sharply: Aetna Value Plus in Davis, $37.60 to $6.50.
- Caps run $4,700 to $9,850 in both counties. The $3,500 floor is gone with HealthSpring Premier. Of the 20 continuing Davis plans, 13 raised their cap and 4 lowered it; the AARP Giveback PPO cut its cap by $1,750 and its deductible from $600 to $215.
- Drug deductibles jumped. 9 Weber plans and 11 Davis plans now charge the $700 federal maximum; in 2026 the range was $200 to $615. The Select Health HMO went from $200 to $700. Star Ratings are not in the file yet. Enrollment runs October 15 to December 7.
Davis and Weber are two of Utah's five largest Medicare counties, and both put a majority of their beneficiaries in Medicare Advantage. Weber County had 42,845 people on Medicare in June 2026 and 24,034 of them, about 56%, were in an Advantage plan; Davis had 49,876 with 27,395, about 55%, per the CMS enrollment file. Another 10,352 and 13,122 paired Original Medicare with a stand-alone drug plan. When we counted the 2026 shelves in August, the story was that Davis had five more plans and one more carrier than Weber, and that the county line on your driver's license decided which menu you got. The CY2027 file, which CMS posted at the end of September, is the first look at what changed, and plans may market it from October 1 under 42 CFR § 422.2263.
Two cautions before the table. The landscape file carries premiums, caps, deductibles and plan types; it does not carry copays, networks, formularies or extras, and the 2027 Star Rating column is blank in this release. And a plan that keeps its name can still change underneath you, which is why each row carries the plan's 2026 numbers beside its 2027 numbers. If you are in one of these plans today, your Annual Notice of Change says what your plan did; this table says what everyone else's did. The 2027 shelf for both counties: 22 plans, with their 2026 numbers
Medicare Advantage plans with drug coverage ("MA-PD" in the file), sorted by carrier. "Where" says whether the plan is sold in both counties or only in Davis; nothing is sold in Weber that is not also sold in Davis. Premium is the consolidated Part C plus Part D monthly premium, on top of your Part B premium. MOOP is the in-network maximum out-of-pocket for the year. The drug deductible is the plan's Part D deductible; for 2027 the federal maximum is $700 and every plan caps your spending on covered drugs at $2,400, per the CMS 2027 Announcement. A dash means the plan was not sold anywhere in 2026.

Read the arrows. In Davis, 13 of the 20 continuing caps went up, 4 went down (Humana Total Complete, Humana Value Choice H7617-032, the AARP Essentials HMO-POS and the AARP Giveback PPO) and 3 held; Weber's numbers are the same minus the three Aetna PPOs. Every Aetna plan raised its cap by $1,000 or more. Humana Value Choice H7617-032 cut its cap by $800 and is now one of two $0 plans at $5,000, the other being the new H5216-471 with the same name. Regence raised both premiums, Classic from $46 to $87 and Enhanced from $135 to $158, while Enhanced has the second-lowest drug deductible of any PPO on the page at $310, behind only the AARP Giveback PPO's $215. On deductibles, the Select Health HMO's move from $200 to $700 is the biggest single change for anyone on a brand-name drug; the AARP Giveback PPO went the other way, $600 to $215, while also cutting its cap from $8,900 to $7,150.
Why Ogden's list held and Layton's shrank
Weber County kept 19 plans by replacement, not by stability. Four 2026 plans left and four arrived, and three of the four arrivals are from a carrier that had never sold in Weber County: Devoted Health. In 2026 Devoted sold its two Utah PPOs in Salt Lake, Davis, Tooele, Summit, Wasatch and Morgan and stopped at the Weber line, which is why Davis had seven carriers to Weber's six last year. For 2027 both plans, Devoted Choice 001 and Devoted Choice Giveback 002, are filed in Weber, Utah, Juab, Duchesne and Rich counties as well, and a third, Devoted Choice Giveback Extras 014, is new to the file everywhere. All three are $0 PPOs; their caps are $6,350, $8,000 and $9,850, and that last figure is the highest cap in the file for any Utah MA-PD plan. A giveback plan returns part of your Part B premium each month and pays for it with a higher cap and, on two of the three, a drug deductible of $461 or $700.
Davis County had the two Devoted plans already, so it only gained the third plus Humana's new Value Choice, while losing the same four. The result is that the 2026 story is mostly over: the one carrier Davis had and Weber lacked now sells in both, HealthSpring left both, and the only difference between the two shelves is three Aetna PPOs, Elite, Signature and Value Plus, filed in Davis and not in Weber. A Layton or Kaysville household still has 22 choices to Ogden's 19, but the extra three are all from one carrier.
A new entrant also means a network that did not exist in Weber County last year. Devoted's 2027 directory is the only place to confirm whether McKay-Dee Hospital, Ogden Regional Medical Center, the Intermountain and independent clinics in Roy and North Ogden, and the specialists Weber patients drive to in Salt Lake are in it. Nothing in the landscape file answers that question, and nothing in a mailer should be taken as answering it either. The 4 plans that are discontinued for 2027
The same four plans left both counties, and none of them appear in the 2027 file in any county in the country. All four were $0-premium plans. If you are in one of them, the statewide post walks through the three doors a non-renewal opens.

HealthSpring Premier (HMO-POS) is the one to notice. Its $3,500 cap was the lowest in either county in 2026 and $1,200 below anything on the 2027 shelf; anyone who picked it for that number has no direct replacement and should compare the $4,700 Humana Total Complete HMO and the $4,900 AARP HMO-POS plans with that in mind. Two of the four departures have near-namesakes that continue: Humana Value Choice H5216-456 is gone but two different plans called Humana Value Choice remain, and Select Health Medicare + Kroger is gone while Select Health Medicare Essential continues as the carrier's only plan in either county, with its drug deductible now $700 instead of $200. A same-name plan is not the same plan; the contract-plan ID on your card is what to match.

The MA-PD table is not the whole file. Special Needs Plans went from 13 to 17 in Weber and 17 to 18 in Davis, most of the growth in chronic-condition plans built around a diagnosis such as diabetes or heart disease; in counties where CDC PLACES puts diabetes at 8.9% and 8.4% of adults and high blood pressure at 29.5% and 27.4%, they are worth knowing about, and each has its own eligibility test. Plans without Part D coverage, aimed mainly at people with VA or TRICARE prescriptions, went from 6 to 5 in Weber and 7 to 6 in Davis after Regence Valiance (PPO) left the file. - Morgan lost a third of its list, 18 to 12, as Aetna, HealthSpring, Regence and Select Health all left the county; Devoted, Humana and UnitedHealthcare remain.
- Box Elder and Cache each lost three or more; the Brigham City post and the Logan post have the 2026 baselines.
- Salt Lake fell from 24 to 22 and now matches Davis plan for plan in count; the Salt Lake City post has that county's full table.
- Rich County grew, 5 to 7, as Devoted Health arrived in Randolph and Garden City too.
Statewide, Utah went from 280 county-level plan offerings to 267 and from 30 distinct plans to 27, while the number of $0 offerings edged up from 178 to 179. Fewer plans, about as many $0 plans, higher caps: Weber and Davis are the statewide pattern in miniature.
If you are going back to Original Medicare
A discontinued plan is one of the few events that lets a Utahn buy a Medigap policy without health questions outside the first six months on Part B; the window is 63 days from the day coverage ends, and Utah's birthday rule, which does not help someone leaving Advantage, is not needed for it. Pair the Medigap policy with one of Utah's 8 stand-alone Part D plans for 2027. For a household whose doctors are split between McKay-Dee, Ogden Regional, Intermountain Layton Hospital and a University of Utah specialist in Salt Lake, the no-network route deserves a serious look beside the 22 plans above. What the list does not tell you
- Whether your doctors are in the 2027 network. McKay-Dee Hospital, Ogden Regional Medical Center, Intermountain Layton Hospital, CommonSpirit Holy Cross Hospital–Davis and the independent groups in Roy, Clearfield and Bountiful each have to be checked against each plan you are considering, for 2027 specifically.
- Whether your prescriptions are covered, and at what tier. The file gives the deductible. It does not give the formulary, the tiers or which drugs need prior authorization. For most people this is the biggest dollar difference between two $0 plans.
- The Star Rating. Blank in this release. CMS publishes 2027 ratings in October. We will update this post when they land.
The calendar from here
- Now: plans can market 2027 offerings, and Medicare.gov's Plan Finder shows them.
- October 15 to December 7: enrollment. A plan you join in this window starts January 1, per Medicare.gov.
- December 8 through the last day of February: the Special Enrollment Period for people whose plan was discontinued. A choice made December 8–31 still begins January 1; a January choice begins February 1.
- January 1 to March 31: the Medicare Advantage Open Enrollment Period, one more change, only for people already in an Advantage plan on January 1.
What I would do
If your plan is on the discontinued table, open the Medigap door first, because the 63-day guaranteed-issue window is the thing you cannot get back, and compare the Advantage plans against it rather than only against each other. If your plan is continuing, read your Annual Notice of Change for the 2027 cap and drug deductible and find your row above; a plan whose deductible went from $200 to $700 is a different plan for anyone on a brand-name drug, whatever its name. If you are tempted by one of the three new Devoted plans in Weber County, get the 2027 network answer for your doctors in writing before anything else, because that directory is new here. Either way, check the doctors and the drugs before the extras, and decide by December 7 so it starts January 1. We do this every October by phone and video with households from Ogden to Bountiful.
