Medicare Advantage Plans in Utah County (Provo) for 2027
CMS's 2027 landscape file is public, and Utah County is the one big Wasatch Front market whose shelf got longer: 22 Advantage plans with drug coverage instead of 21, 15 at $0 instead of 14, a new carrier in Devoted Health, and in-network caps of $4,700 to $9,850 instead of $4,900 to $8,900. Every plan with its own 2026 numbers beside it, the three that are gone, the four that are new, and the calendar through December 7.
The bottom line
- 22 plans, 6 carriers, and the list grew. Aetna Medicare, Devoted Health, Humana, Regence BlueCross BlueShield of Utah, Select Health and UnitedHealthcare. Devoted Health is in Utah County for the first time with three $0 PPOs; HealthSpring, which had one plan here in 2026, has none in Utah for 2027.
- 15 of 22 have a $0 premium. All 4 arrivals are $0 and all 3 departures were. The highest premium rose from $135 to $158; one fell sharply, Aetna Value Plus from $37.60 to $6.50.
- Out-of-pocket caps run $4,700 to $9,850. 11 of the 18 continuing plans raised their cap, 4 lowered it. The top of the range jumped from $8,900 to $9,850 because of one new plan; the lowest cap, $4,700, belongs to Humana Total Complete HMO.
- Drug deductibles jumped. 11 plans now charge the $700 federal maximum and 4 more charge $685; in 2026 the range was $200 to $615. The Select Health HMO went from $200 to $700.
- 3 plans discontinued, 4 new, and Special Needs Plans went from 14 to 18. Star Ratings are not in the file yet; CMS publishes 2027 ratings in October. Enrollment runs October 15 to December 7.
Utah County is the state's second Medicare market and its fastest-growing one. It had 72,367 people on Medicare in June 2026, and 41,969 of them, about 58%, were in a Medicare Advantage plan, per the CMS enrollment file; another 19,735 paired Original Medicare with a stand-alone drug plan. That Advantage share is higher than Salt Lake County's. When we counted the 2026 shelf in August it was 21 plans from 6 carriers with caps from $4,900 to $8,900. The 2027 file, which CMS posted at the end of September, is the first look at what changed, and plans may market it from October 1 under 42 CFR § 422.2263.
Two cautions before the table. The landscape file carries premiums, caps, deductibles and plan types; it does not carry copays, networks, formularies or extras, and the 2027 Star Rating column is blank in this release. And a plan that keeps its name can still change underneath you: the arrows in the table are the point, not the names. If you are in a Utah County plan today, your Annual Notice of Change says what your plan did; this table says what everyone else's did.
The 2027 Utah County shelf: all 22 plans, with their 2026 numbers
Medicare Advantage plans with drug coverage ("MA-PD" in the file), sorted by carrier. Premium is the consolidated Part C plus Part D monthly premium, on top of your Part B premium. MOOP is the in-network maximum out-of-pocket for the year. The drug deductible is the plan's Part D deductible; for 2027 the federal maximum is $700 and every plan caps your drug spending at $2,400. Read the arrows. 11 caps went up, 4 went down (Humana Total Complete, Humana Value Choice H7617-032, the AARP Essentials HMO-POS, and the AARP Giveback PPO, which dropped $1,750), 3 held. Every Aetna plan raised its cap by $1,000 or more. Humana Value Choice H7617-032 cut its cap by $800 and is now one of two $0 plans at $5,000, the other being the new Humana Value Choice H5216-471. On premiums, Regence raised both of its plans, Humana raised all three of its paid plans, and Aetna Value Plus cut its premium by more than $31 while raising its cap by $1,000, a trade that only makes sense once you know how much care you use. On deductibles, the Select Health HMO's move from $200 to $700 is the biggest single change on the page for anyone on a brand-name drug; the AARP Giveback PPO went the other way, from $600 to $215.
Why the list grew: Devoted Health came south
Utah County is the only one of the four big Wasatch Front counties whose shelf is longer for 2027, and the whole explanation is one carrier. In 2026 Devoted Health sold its two Utah PPOs in six counties, Salt Lake, Davis, Tooele, Summit, Wasatch and Morgan, and stopped at the Point of the Mountain. For 2027 both of those plans, Devoted Choice 001 and Devoted Choice Giveback 002, are filed in Utah County, Weber, Juab, Duchesne and Rich as well, and a third plan, Devoted Choice Giveback Extras 014, is new to the file everywhere. All three are $0 PPOs. Their caps are the thing to read: $6,350, $8,000 and $9,850, and the last one is the highest cap on the Utah County shelf and the highest in the file for any Utah MA-PD. A giveback plan returns part of your Part B premium each month; it does that by carrying a higher cap and, on two of the three, a drug deductible of $461 or $700. Three arrivals from one carrier, plus a fourth from Humana, minus three departures, is how 21 became 22.
A new entrant also means a network that did not exist in this county last year. Devoted's 2027 directory is the only place to confirm whether Intermountain's Utah Valley Hospital, American Fork Hospital and Orem Community Hospital, and the independent groups in Provo and Lehi, are in it. Nothing in the landscape file answers that question, and nothing in a mailer should be taken as answering it either.
The 3 plans that are discontinued for 2027
Three 2026 Utah County plans are not in the 2027 file in any county in the country. All three were $0-premium plans. If you are in one of them, the statewide post walks through the three doors a non-renewal opens.

Two of the three have a near-namesake that continues. Humana Value Choice H5216-456 is gone, but two different plans called Humana Value Choice remain, H7617-032 (continuing) and H5216-471 (new), both at $0 with a $5,000 cap and a $700 deductible. Select Health Medicare + Kroger is gone, and Select Health Medicare Essential continues as the carrier's only Utah County plan, with its drug deductible now $700 instead of $200. A same-name plan is not the same plan; the contract-plan ID on your card is what to match.

The MA-PD table is not the whole file, and in Utah County the other part moved more than the main one. There are 18 Special Needs Plans in the county for 2027, up from 14. The dual-eligible plans for people with both Medicare and Medicaid held at 11, the institutional plans held at 2, and the chronic-condition plans went from 1 to 5. A C-SNP is built around a diagnosis, most often diabetes, heart disease or a lung condition, and you qualify by having it; in a county where CDC PLACES puts diabetes at 8.8% of adults and high blood pressure at 27.9%, five of them on the shelf is worth knowing about. None of them appear in the table above, each has its own eligibility test, and the file does not say which conditions each one covers. There are no Advantage plans without drug coverage in Utah County for 2027, the same as 2026.
Salt Lake, Wasatch, Summit, Tooele, Juab and Sanpete counties
Utah County borders six counties with Medicare Advantage plans, and 2027 moved them in opposite directions.

- Salt Lake and Utah counties are now tied at 22 plans from the same six carriers with the same $4,700 to $9,850 cap range; Salt Lake got there by shrinking from 24, Utah County by growing from 21. The Salt Lake City post has that county's full table.
- Juab doubled, from 5 to 10, as Devoted Health arrived in Nephi too. A Utah County household thinking about a move south keeps most of its choices.
- Wasatch, Summit and Tooele each lost four plans as Aetna and Regence left all three and HealthSpring left Tooele. Heber City and Park City readers have shorter lists than they had; our Park City post has the 2026 baseline.
- Sanpete is down to a single carrier, UnitedHealthcare, after Select Health's Essential plan left the county.
If you are going back to Original Medicare
A discontinued plan is one of the few events that lets a Utahn buy a Medigap policy without health questions outside the first six months on Part B, and Utah's birthday rule, which does not help someone leaving Advantage, is not needed for it. The window is 63 days from the day coverage ends. Pair the Medigap policy with one of Utah's 8 stand-alone Part D plans for 2027. What the list does not tell you
Three things decide most of these choices, and none of them are in the landscape file.
- Whether your doctors are in the 2027 network. Utah Valley Hospital, American Fork Hospital, Orem Community Hospital, the University of Utah Health clinics in Utah County and the independent practices in Provo and Lehi each have to be checked against each plan you are considering, for 2027 specifically, and for Devoted Health that directory did not exist in this county a year ago. - Whether your prescriptions are covered, and at what tier. The file gives the deductible, and for 2027 that number is $700 or $685 on 15 of the 22 plans. It does not give the formulary, the tiers, or which drugs need prior authorization. Which pharmacies are preferred matters almost as much.
- The Star Rating. Blank in this release. CMS publishes 2027 ratings in October, and a contract that moves up or down a half star is worth noticing. We will update this post when they land.
Utah County's health profile is the reminder of why the cap and the formulary outweigh the extras. Per CDC PLACES, 27.9% of adults here live with high blood pressure, 31.6% with obesity and 8.8% with diabetes, conditions that mean specialists, imaging and prescriptions every year, not just in a bad one. - Now: plans can market 2027 offerings, and Medicare.gov's Plan Finder shows them. Your Annual Notice of Change should already be in hand; here is how to read it.
- October 15 to December 7: enrollment. A plan you join in this window starts January 1, per Medicare.gov.
- December 8 through the last day of February: the Special Enrollment Period for people whose plan was discontinued. A choice made by December 31 still begins January 1.
- January 1 to March 31: the Medicare Advantage Open Enrollment Period, one change for anyone already in an Advantage plan.
- January 1: if you were in a discontinued plan and did nothing, you are on Original Medicare with no drug plan and no Medigap policy.
What I would do
If your plan is on the second table, start with the Original Medicare and Medigap door, because the 63-day guaranteed-issue window is the thing you cannot get back, and compare the 22 plans above against it rather than only against each other. If your plan continues, find its row, read its three arrows, and then read your Annual Notice of Change for the copays the file does not carry. If a new $0 PPO with a giveback catches your eye, read its cap first: $9,850 is the most any Utah plan can ask of you in a bad year, and that number is on this shelf for the first time. Then check the doctors, then the drugs, then decide.
